Sound familiar?
You run the mission.
HR shouldn't run you.
Nonprofits ask a lot of a small team: deliver programs, satisfy funders and stay compliant on a lean overhead budget. Here's what executive directors and finance leads tell us most, and where the right PEO fits.
“Our best program staff keep leaving for better benefits.”
Mission keeps people for a while, but pay and benefits decide who stays. A PEO's large-group buying power gives a small nonprofit health and retirement benefits that can compete with larger employers, without adding HR staff.
“Every funder wants salaries reported by grant.”
Staff split across grants and funding sources means cost allocation every payroll, plus documentation your auditors will ask for. A PEO can run payroll with grant and program coding and reports that support your audit.
“Will a PEO cost us our reimbursable status?”
Many 501(c)(3)s are exempt from FUTA and reimburse state unemployment claims instead of paying a tax rate. Under co-employment, PEOs and states handle this differently. We show you which PEOs can preserve your status before you sign.
“We offer a 403(b) and don't want to lose it.”
Many nonprofits sponsor a 403(b) instead of a 401(k). Many PEOs can carve out retirement, so you keep your 403(b) and use the PEO for payroll, benefits and HR.
“Funders cap our overhead, so HR gets squeezed.”
Indirect cost limits leave little room for HR staff or systems. A PEO turns HR, payroll and compliance into one predictable per-employee cost instead of another hire.
“Volunteers, stipends and part-timers make classification tricky.”
Volunteers, stipended fellows, part-timers and contractors each follow different rules. A PEO helps you classify people correctly and keeps wage-and-hour practices compliant.
Why nonprofits use a PEO
Think of a PEO as a fiscal sponsor
for your HR.
Emerging nonprofits lean on a fiscal sponsor for back-office infrastructure so they can focus on programs. A PEO (Professional Employer Organization) does that for HR: it pools your staff with thousands of other employees for large-group benefits, workers' comp and HR expertise, while you keep your board, your mission and every hiring decision.

What it looks like
A 32-person nonprofit with three programs
A common picture: a human services agency with three grant-funded programs, a 403(b), reimbursable SUTA status and a finance director running payroll and HR on the side. What is the best PEO for nonprofits?
There isn't one best PEO for every nonprofit. The right fit depends on your headcount, states, tax status, retirement plan and how you report payroll to funders. We screen 40+ vetted PEOs on those factors and compare the best fits side by side. For a deeper look, read our guide to the best PEOs for nonprofits.
Why do nonprofits use a PEO?
To get strong benefits and HR expertise without adding overhead. A PEO gives a nonprofit large-group benefits, payroll, compliance support and HR guidance for one predictable per-employee cost. It works like a fiscal sponsor for HR: shared infrastructure, while you keep your mission and decisions. Run a school? See PEOs for schools.
Can a nonprofit keep its reimbursable SUTA status with a PEO?
It depends on the PEO and the state. Many 501(c)(3)s reimburse state unemployment claims instead of paying a tax rate, and co-employment can affect that. Some PEOs can preserve reimbursable status; others report under their own account. Ask each PEO before you sign.
Do 501(c)(3)s keep their FUTA exemption with a PEO?
501(c)(3) organizations are exempt from federal unemployment tax (FUTA), and many PEOs keep that exemption in place for nonprofit clients. Confirm how each PEO handles it, since getting it wrong means paying a tax you don't owe.
Can we keep our 403(b) plan if we join a PEO?
Often, yes. Many PEOs can carve out retirement, so you keep your 403(b) and use the PEO for payroll, benefits and HR. If you'd rather switch, most PEOs also offer a 401(k), which nonprofits can sponsor. Under 50 staff? See PEOs for small business.
Can a PEO allocate payroll by grant or program?
Many can, through department or cost-center coding and reporting. That makes it easier to report salaries to funders and support your audit. Reporting depth varies by PEO, so ask to see sample reports before you choose.
Do we keep control of hiring and our mission?
Yes. Your board and leadership keep hiring, compensation, programs and every organizational decision. The PEO handles payroll, benefits, tax filings and HR administration as a co-employer.
How much does a PEO cost for a nonprofit?
Expect an admin fee per employee or a percentage of payroll, plus benefits and workers' comp. Many nonprofits weigh that against the cost of an HR hire and the savings from large-group benefits, so compare all-in cost side by side. For a quick estimate, try our PEO cost calculator.
Can a PEO help a nonprofit reduce staff turnover?
It can help. Stronger benefits, smoother onboarding and consistent HR practices give mission-driven staff more reasons to stay. NAPEO research finds businesses that use a PEO have 12% lower employee turnover.
Is PEO Marketplace free for nonprofits?
Yes. Comparing PEOs with our team is free for nonprofits. Like a recruiter, we're paid by the PEO you choose. The platform itself is free for the first 50 businesses during the beta, with paid plans announced at launch. Organizations on a full-service PEO (PEO, health and workers' comp) are backed by our $500 per employee per year savings guarantee.
