Your roadmap is shipping.
Your people ops is on fire.
Tech companies hit the same people-ops walls, usually in the same order: a remote hire in a new state, a candidate who walks over benefits, an auditor asking for offboarding evidence. Here's what we hear most, and where a PEO fits.
“We lost a senior engineer to a big-tech offer over benefits.”
Engineers compare total comp, not just base: plan quality, 401(k) match, parental leave. Small-group plans rarely compete. A PEO pools you into large-group benefits, so your offer letter holds up against companies a hundred times your size. Check your plans in our benefits benchmark.
“Our best candidate lives in a state where we have no nexus.”
Every remote hire in a new state means withholding, unemployment insurance accounts, registrations and required notices before their first payroll. A PEO's multi-state infrastructure handles the setup, so recruiting can say yes to the best candidate wherever they live.
“Our SOC 2 auditor wants evidence for every hire and termination.”
Background checks, policy and security-training acknowledgments, onboarding and offboarding records: auditors want proof, on a timeline. A PEO's HR platform helps keep those workflows consistent and documented, so evidence collection isn't a fire drill every audit window.
“Half our dev team is 1099s who probably should be W-2.”
Contractor-heavy engineering teams are a classic misclassification risk, especially in states with strict ABC tests like California. A PEO helps you convert contractors to employees cleanly, with payroll, benefits and onboarding ready on day one.
“Pay transparency laws just rewrote our job postings.”
A growing list of states now requires salary ranges in job postings, and your leveling and comp bands have to hold up when candidates compare notes. A PEO's HR team helps you build compliant postings, leveling guides and offer letters.
“We have to run a RIF without wrecking culture or creating risk.”
A reduction in force means severance agreements, final-pay rules that vary by state, COBRA notices and, for larger cuts, WARN Act timing. A PEO guides the process so it's compliant, consistent and as humane as possible.
Why tech companies use a PEO
Think of a PEO as AWS
for your people infrastructure.
You'd never rack your own servers to launch a product. A PEO (Professional Employer Organization) works the same way for your workforce: instead of building payroll, benefits, compliance and HR from scratch, you run on infrastructure built at scale and pay as you grow.

Why compare here first
Pick a PEO like a cloud provider:
benchmark before you commit.
You wouldn't sign a multi-year committed-spend contract without comparing AWS, Google Cloud and Azure. PEOs deserve the same rigor: pricing models, benefit networks, platforms and contract terms vary widely. PEO Marketplace does the discovery, evaluation and onboarding legwork, so you land on the best-fit PEO without becoming a PEO expert.

What it looks like
A 40-person SaaS company across nine states
A common picture: a Series A SaaS company with 40 employees, engineers remote across nine states, a contractor-heavy dev team and a SOC 2 Type II audit on the calendar. Here's how people ops changes once the right PEO is in place. See what tech companies under 50 employees typically weigh.
Illustrative example based on common tech-company setups.
Before
Nine state tax accounts managed by hand
A small-group plan candidates turn down
Offboarding evidence scattered across tools
Contractors who look a lot like employees
After
One payroll, every state handled
Large-group benefits that help close candidates
Documented onboarding and offboarding for audits
Contractors converted to W-2 cleanly

PEO for tech companies:
what founders and ops leads ask.
Reviewed by PEO Marketplace, a licensed Florida insurance agency (#L129491). Last updated October 2026.
What is the best PEO for tech companies?
There isn't one best PEO for every tech company. The best fit depends on the states you hire in, the benefit networks your team needs, how the platform fits your stack and how pricing scales with headcount. We compare 40+ vetted PEOs side by side for your company instead of ranking one winner. See our guide to the best PEOs for tech startups.
Why do tech companies use a PEO?
To compete for talent and scale without building HR from scratch. A PEO gives a tech company large-group benefits that help close engineers, multi-state payroll for remote teams, and compliance and HR expertise without a full HR department. It's like running on AWS instead of racking your own servers: shared infrastructure, built at scale, that grows with you.
Which PEO is best for remote tech teams?
The one with health plan networks and payroll coverage in every state where your people actually live. Multi-state payroll and registrations are core PEO services, but networks, carriers and costs vary by state and provider, so we check coverage for your team's states before you compare anything else.
Should we use a PEO or just HR and payroll software?
HR and payroll software gives you tools, but you stay the sole employer: you buy your own benefits, workers' comp and compliance expertise. A PEO adds co-employment, which brings large-group benefits, workers' comp and shared compliance support. If benefits and HR expertise matter to winning talent, a PEO usually covers more.
Can a PEO help with SOC 2 compliance?
A PEO won't make you SOC 2 compliant, but it can support the people side of your controls: consistent background checks, documented onboarding and offboarding, and policy and training acknowledgments. Ask each PEO which reports and records its platform can export for your auditor.
Does a PEO handle stock options or RSUs?
A PEO runs your payroll, so it handles the payroll side of equity, such as tax withholding when RSUs vest or when option exercises create taxable wages. Your cap table and equity plan stay with your equity management platform, so ask how each PEO integrates with it.
Can a PEO hire employees in other countries?
Generally no. A PEO is a co-employer for your U.S. workforce. For hires abroad, companies typically use an Employer of Record (EOR), which employs people in countries where you have no entity. Many tech companies use a PEO for U.S. employees and an EOR for international ones.
How much does a PEO cost for a tech company?
Most PEOs charge a flat fee per employee per month or a percentage of payroll, plus benefits. Percent-of-payroll pricing can get expensive on engineering salaries, so the model matters as much as the rate. Compare all-in cost side by side, or get a quick estimate with our PEO cost calculator.
What happens when we outgrow our PEO?
Many tech companies stay with a PEO well past 100 employees, and some later move to an ASO or bring HR in-house. Knowing the exit terms up front makes any move easy. Early-stage? See PEOs for startups. Scaling past 100? See PEOs for mid-market companies.
Is PEO Marketplace free for tech companies?
Yes. We work like a recruiter: our fee is paid by the PEO you ultimately choose. You get our team's discovery, evaluation and onboarding support at no cost, with no obligation to choose any PEO we show you. The platform itself is free for the first 50 businesses during the beta, with paid plans announced at launch.
